ICL CVS repository

The location of the ICL CVS repository at PIRL is:
/opt/local/src/Image_Class_Library_Repository (this is a bit
awkward, so I've made an "ICL" link to the long name). Note
that this is the $CVSROOT directory.

I think the contents could use some reorganization - there's a
single "icl" subdirectory containing "Data_Dictionaries",
"Format_Adapter_Modules", "Format_Specific_Libraries", "Jason",
and "Pipeline" subdirectories - but that's what's there for now.
