kdu_params::clear_marks

This function allows an existing parameter sub-system to be re-used for efficiently compressing or decompressing multiple code-streams (see kdu_codestream::restart for the principle intended application). It clears the marks which prevent attributes from being changed once markers have been parsed or generated. It also clears the flags used to detect whether or not any parameter attributes have been changed.
